The General Assembly,
Alarmed by the lack of adequate and appropriate measures being taken by the international community to combat the threat of Non-State Terrorist Organizations; Desiring swift, effective action; Noting with regret the state of the world that has been brought about by the existence of these organizations; Welcoming additional methods, including economic or political possibilities
1). Recommends that Jack Bauer be used in order to eliminate the leaders of several possible NSTOs efficiently, as well as the disruption of communication within the org
